Guidelines and Relaxations for Lockdown 4.0 In Assam 2020

The Government of Assam has issued revised guidelines to be followed during Lockdown 4.0 within the state extended till May 31. These are supported the stipulations given within the latest Consolidated Guidelines of the Ministry of Home Affairs (MHA) to contain the spread of COVID-19 within the country.

The government will delineate zones like Red, Orange or Green counting on the incidence and number of individuals affected during a given geographic area supported the danger profiling of the districts as per the MHA orders.

Relaxations:

The permitted activities with restrictions are as follows except in Containment and Buffer Zones:-

1. All industries and their supply chain are allowed to work without the necessity for any specific order. All personnel working there in shifts are allowed to commute to figure as per shift timings;

2. Tea industries and workers engaged therein are allowed to work in the least times.

3. All warehouses are allowed to work in the least times and personnel required for his or her operation are allowed to work all times;

4. All activities associated with PDS operations; FCI warehouses, Railways, LPG and petroleum delivery services and workers and staff engaged therein are allowed to work in the least times;

5. E-Commerce for all commodities is allowed. Delivery of products are going to be allowed till 7 PM. However, rear activities, including warehouse, are allowed in the least hours.

6. All automobile dealerships and outlets are allowed to work between 7 AM and seven PM;

7. Supply chain associated with essential food items like milk, fish and other perishables including workers engaged therein are allowed to work in the least times;

8. All essential services including conservancy services by municipal bodies and other Government agencies are allowed in the least times;

9. Private offices located at an equivalent building as that of a mall are allowed to work but shops within the same building won’t be allowed to open;

10. Private Medical Clinics and OPDs including veterinary OPDs shall be allowed to open.

11. All shops shall be allowed to work till 6 PM. Shops in market complexes will remain open. However, malls will remain closed.

12. Auto Rickshaws, cycle rickshaws and taxis shall operate with one driver and two passengers maintaining social distancing.

13. Private four wheelers are allowed with a driver and two others

14. for 2 wheelers, pillion riding is allowed either with one female or one child up to the age of 12 years.

15. AII construction works shall be allowed between 7AM and 6 PM. However, all construction activities concerning highway construction, control works are allowed in the least times;

16. Bank employees are allowed to maneuver beyond 7 PM counting on necessity;

17. Large stand-alone shops are allowed to work with a limited number of entrants;

18. Media persons and persons engaged in printing newspapers and persons engaged in newspaper distribution are allowed to work in the least times

19. City buses, intra-district, and inter-district buses shall operate with 50% capacity. Only 50% of the entire number of buses shall be allowed to work and only under the authority of ASTC. All vehicles which are allowed to ply aren’t permitted to prevent within the Containment and Buffer Zones.

20. Government offices shall function normally but with staggered work hours for employees;

21. AII tea shops, restaurants, ice-cream parlors, cooked food outlets are allowed to work on deduct or home delivery basis only till 7 PM including grocery by grocery shops.

22. Barbershops, salons and parlors shall still remain closed. however, home visits would be allowed after following hygiene and sanitization norms

23. Haats and bazaars including weekly markets shall remain closed throughout the state.

24. Livestock carrying trucks shall be allowed to enter the State except those carrying pigs

25. Sports activities without person to person contact and spectators shall be allowed.

26. Movement of products carriers, both laden and empty shall be allowed except in Containment Zones.

All other activities are going to be permitted except those which are specifically prohibited In Containment Zones, only essential activities shall be allowed;

The Assam government on Monday issued the rules for lockdown 4.0 stating the measures and relaxations which will be implemented within the state. GUWAHATI:

                     The Assam State Disaster Management Authority, Government of Assam, issued an order stating the lockdown measures and relaxations which will be implemented within the state. These are supported the stipulations given within the latest Consolidated Guidelines of the Ministry of Home Affairs (MHA) to contain the spread of COVID-19 within the country applicable till May 31, i.e., through Lockdown 4.0.

Based on the assessment of things and with the first objective of keeping the spread of COVID-19 in restraint within the State, the subsequent select activities with restrictions are allowed except within the Containment and Buffer Zones as declared by the Health and Family Welfare Department in Government of Assam and therefore the District Administrations.

Lockdown 4.0: Home Ministry likely to announce guidelines today; what to expect

Prohibited Sectors:

a) Wearing of face masks is compulsory altogether public and workplaces,

b) Social distancing shall be followed by all persons publicly places and in transport;

c) Female employees, both private and public, with children below 5 years aged aren’t to attend office till 31st May, 2020 when this may be reviewed.

d) All domestic and international aviation of passengers apart from medical services, air ambulance and for security purposes as permitted;

e) Persons above 65 years aged, persons with comorbidities, pregnant women and youngsters below the age of ten years shall occupy home apart from essential and health purposes;

f) All passenger movement by trains, apart from security purposes or for purposes as permitted by MHA or Assam Government;

g) Inter-State Buses for conveyance and personal vehicles, except as permitted by State Government;

h) Inter-State movement of buses are going to be allowed only after mutually agreed to understand between concerned States

i) All schools, colleges, educational/training/coaching institutions, etc, shall remain closed. However, online/distance learning shall be permitted,

j) Hotel Restaurants and other hospitality services aside from those used for housing health/police/Government officials/healthcare workers, stranded persons including tourists and people used for quarantine facilities shall remain closed;

k) All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly of halls and similar places shall remain closed;

I) All social / political/ entertainment/ academic/ cultural/ religious functions/ other gatherings aren’t allowed. However, less than 50 persons for marriages and less than 20 persons for funerals/ last rites, could also be allowed maintaining social distancing;

m) All religious places/ places of worship shall be closed to the general public . Religious congregations are strictly prohibited.

n) Consumption of liquor, paan, gutkha, tobacco, etc, publicly places is strictly not allowed;

o) Spitting publicly and workplaces are going to be punishable with fine;

p) Shops will ensure a Minimum six feet distance among customers and shall not allow quite 5 persons at the shop.

Maintaining social distancing and arrangement for thermal scanning, hand sanitization shall be the responsibility of the top of the Organization both public and personal.

All other activities are going to be permitted except those which are specifically prohibited In Containment Zones, only essential activities shall be allowed;
